Specifications & tender support

Fixture and control specifications written so that what arrives on site can be checked against what was specified — with photometric acceptance criteria built into the document rather than assumed.

Why substitutions win

A specification that names three acceptable manufacturers and says or approved equal has already lost the argument. During the bid period an equal is proposed, it is cheaper, and there is no stated criterion it can be tested against. The reviewer either accepts it or objects on instinct, and instinct loses.

Writing the performance into the specification changes that conversation entirely. If the document states a maintained level, a uniformity ratio, a minimum efficacy, a CRI and R9 floor, a driver and warranty requirement, then a substitution is either compliant or it is not, and the answer is demonstrable.

What goes into the document

Photometric acceptance criteria tied to the calculation set. Efficacy, colour rendering, colour consistency and lumen maintenance thresholds. Driver, dimming protocol and compatibility requirements. Ingress protection and ambient temperature ratings where the environment demands them. Warranty terms and the evidence required to demonstrate compliance — IES files, LM-79 and LM-80 data, and a photometric report where appropriate.

Section references follow MasterFormat, so the document drops into the project manual your engineer is already assembling.

During the bid period

Questions on the issued documents are covered by the engagement. Substitution requests are assessed against the stated criteria in writing, with the reasoning attached, so the decision can be defended to a contractor or an owner.

This is usually where the fee pays for itself. A single accepted substitution that quietly misses the uniformity target costs more to remediate after installation than the entire specification cost to write.

Common questions

Can you write only the specification, without the design?

Yes, though the acceptance criteria need a calculation behind them to be meaningful. If a calculation set already exists, the specification can be written against it.

Will the specification lock out competition?

The opposite. Product-neutral criteria let any manufacturer who meets them compete, which usually improves pricing. What it locks out is equipment that cannot meet the stated performance.

Do you review submittals after award?

Yes, as part of the engagement or as a standalone short-turnaround review with written findings.
